Can newer circuits be retained during a rewire?

Potentially, if they are suitable for the proposed installation. We assess the relevant sections and state what remains within the agreed full or partial scope.

Will a modern consumer unit prove that the house was rewired?

No. A board may have been replaced without renewing all the wiring it supplies. Records and assessment are needed to establish the installation's extent and condition.
